Issues connected to young carers lie not with children bearing responsibility for care-giving despite such care ordinarily being carried out by adult family members, but rather the actual functions of Japanese-style welfare society in which families are effectively substitutes for social security, which means that family members （including adults） are obligated to shoulder care-giving alone, without outside help. In the current situation in Japan, whereby there is support for the former, it is feared that this may lead to young carers and their families being hidden from society.
