Their activities during this period may be determined by learning the nature of the negotiations - what issues were discussed - and the policies that were implemented, during negotiations between the established military government (Bakufu : Shogunate) and the \"Asaie\". In the meantime, the following boards were instituted in order to cope with government internal affairs : the Samurai-dokoro, or Board of Retainers; the Kurnon-jo, or General Administrative Office, which was later changed into the Man-dokoro, or Administrative Board; the Monchu-jo, or Court of Law, etc. Bunshi played active roles in administration, as it was mainly they who operated these boards. In these agencies, unlike the military sector, low-ranking Bunshi, officials were given the opportunity to utilize their knowledge and abilities. This clearly indicates that because of their knowledge, based on their background serving the court aristocracy, (stemming from the national system ruled by imperial families) Bunshi played an active and influential role in politics. In fact, this administration was successively run by Bunshi, officials, namely bureaucrats, since the Ritsuryo system, originating in ancient China, was instituted. Their existence and role cannot be described without explaining this fact.
